The last Social and Economic Committee (SEC) was held on April 26, 2024, you will find below the main points to remember.

 

Commercial Situation Airbus Commercial Aircraft at the and of March 2024

At the end of March 2024, Airbus recorded 33 gross orders (63% market share) compared to 19 gross orders for Boeing (37% market share).

Airbus’ order book is 8,552 aircrafts, including 7,724 Single Aisle and 828 Wide Body, compared to 6,177 aircrafts for Boeing, or respectively 58% and 42% market share.

Concerning deliveries, Airbus delivered 142 aircrafts at the end of March compared to 55 aircrafts for Boeing, or respectively 59% and 41% of deliveries.

As a reminder, the delivery target for the year 2024 has been set at 800 aircraft 

 

Accidentology Airbus SAS – TF1 (Legal Social Security) FR1 (Airbus Déclaration)

During March 2024, no work accidents with stoppage of more than 30 days were recorded

Consequently, the accident frequency rate over the last 12 rolling months for the Airbus SAS scope is:

1.86 for the TF1 rate 

0.83 for the FR1 rate 

The FR1 rate of Airbus Commercial Aircraft (ACA) over the last 12 rolling months has not been communicated for March 2024​

The Airbus Commercial objective for the year 2024 has been set at 1.95 and the Airbus SAS objective remains < 1

 

As a reminder, the FR1 rate taken into account for the calculation of the incentive bonus is that of the ACA (Airbus Commercial Aircraft) scope.

 

Information note relating to the reminder of the 6 basic safety rules

Safety is a major focus for the company, which makes a point of enforcing it in order to protect its employees. 

 

Management would like to bring about a real cultural change at Airbus, as it feels that the company's culture has not changed sufficiently over the past 5 years. 

Even though management stresses that prevention will prevail, it is envisaged that meetings will be held with the employees concerned to remind them of the correct course of action. 

It would therefore be appropriate for each employee to be informed in advance of the various "sanctions" incurred in the event of non-compliance with the rules. 

During the meeting, FO reiterated its strong commitment to employee safety and working conditions, and stressed that preventive measures must remain the priority, backed up by human and financial resources. 

For FO, it is through prevention that we will be able to achieve our objectives of reducing work-related accidents.

 

Housing commission report

The aim of this commission is to facilitate access to housing (rental and home ownership) through two essential missions: 

Services and assistance to employees​

No. 1 funder of social housing

 

The amount paid by Airbus SAS as part of the compulsory investment in 2023 for the housing scheme amounted to €3,635,614 (up on 2021 and 2022).

In 2023, 742 Airbus SAS employees benefited from housing action services. 

It should be noted that among the most frequently used services, the home-ownership accessions loan tops the list, followed by assistance in finding rental accommodation and employee mobility assistance. 

In terms of advice on home ownership and financing, 173 employees benefited, and 140 employees applied to Action logement to use the VISALE guarantee for their unpaid rent (free for both landlord and tenant).

 

In 2023, 10 webinars were offered in Occitanie for all member companies, and the ADIL's tel permanence (Thursday/month) was maintained.

In 2024, 11 Webinars are planned, with the resumption of on-site office hours from May 2024 (financing advice without appointment, generalized office hours without appointment, and ADIL on Thursdays). 

In addition, we plan to organize a Housing Day in September.

Information on organization changes within Costing

Costing is a competence center whose mission is to support program decisions, contribute to cost optimization and raise awareness of the costs of the design office and industrial functions.

To date, 164 people at Airbus Commercial Aircraft are involved in costing, including 75 in France (51 Airbus Ops and 24 Airbus SAS), 47 in Germany, 14 in Spain and 26 in the UK.

 

The main reasons for these organizational changes are to adapt the operating model to prepare for the future, strengthen customer proximity to better meet needs, improve team well-being and resolve problems that hamper efficiency.

This new organization will be built around 3 major axes (series, Future Next gen, methods & tools).

 

In terms of human impact, it should be noted that of the 75 employees in France, 46 will have no change in their role, 21 will have some changes and 8 will have significant changes, 2 of which will require some time to reclassify employees. 

Management has committed to a transition plan for staff affected by the changes brought about by this new operating model, and will take the time needed to ensure that the implementation is fully supported. 

 

The new organization will take effect on June 01, 2024, with the transition starting on May 01, 2024.

 

Update on GBS project and redeployment of FEX finance employees

The function's HRBP presented a progress report on the GBS (including FEX) staff redeployment project. The last update was given in August 2023.

As a reminder, the aim of these activity transfers was to regroup activities dispatched in the countries of origin on a single site.

In terms of deployment schedule, the transfers began at the beginning of 2023, and should be completed by the end of 2025, i.e. an average of around 15 to 40 FTEs/year.)

To date, 28 employees have been deployed outside FEX. 10 employees have a redeployment solution and 26 employees have no redeployment solution to date, 66% of whom are over 50.

The company must therefore play its full part in supporting these employees by ensuring that their applications are given priority, so that no one is left by the wayside! 

To achieve this, "solidarity mobility" must be imposed at all levels and respected.

FO therefore intervened during the SEC by making a statement pointing out this half-tinted assessment, which leads us to believe that the negotiations underway on Quality of Life and Working Conditions (QLWC), and in particular the assessment of the risks of stress inherent in change projects, must be improved in order to better take into consideration the human aspect of change projects that have an impact on employment or working conditions.

FO has therefore asked for a new presentation on the impact of activity transfers to Portugal for the other entities concerned by the GBS project.

 

FO representatives will remain vigilant to ensure that each employee concerned can take full advantage of the various accompanying measures until the end of this project.

 

Any other business relating to CSE-E committees: Social support commitee

The "social support" commission manages a budget of around 500K€, divided into 6 main themes: cribs in day-care centers, financial aid to families, personal assistance, death benefits, APEIHSAT/ESAT Colomiers donations, and finally health envelope aid.

 

At this meeting of the Works Council, particular emphasis was placed on this last theme, in order to review the rules governing the allocation of this aid and to comply with the rules imposed by URSSAF.

 

By definition, this "aide enveloppe santé", subject to conditions, is a supplementary provident benefit designed to reimburse the remaining cost of healthcare expenses for the benefit of an Ouvrant Droit and Ayant Droit of the AISC, in accordance with URSSAF rules.

 

According to URSSAF rules, assistance is defined as an exceptional, non-renewable allocation of a limited sum of money, or of a good in kind, due to the beneficiaries' state of discomfort, or to a particularly worthy situation.

A sum in the nature of assistance is not subject to social security contributions.

 

Until March 2024, there were no social conditions for the allocation of the health envelope aid and therefore it did not comply with URSSAF rules since it could be considered as additional income. 

From April 2024, the allocation of the health envelope benefit will be conditional on a social "reste à vivre" taking into account resources and fixed expenses.
